Within the EU funded project ORGAP a toolbox was developed for the evaluation of the European as well as national action plans fror Organics food and farming. Recommendations and a resource manual for policy makers and stakeholders were published, based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. Values are at the centre of organic farming. The paper examines ethical concerns that are important to consumers, producers and other stakeholders in relation to organic farming practice and how this relates to current standards and the four IFOAM principles of health, ecology, fairness and care. Most concerns can be categorised under four headings but important issues are cross cutting. Currently, standards cover, both directly and indirectly, only a part of ethical values associated with organic food and agriculture but many producers aim to deliver on a broader range. |

The presentation provides a short overview of organic farmign support in the European Union, where government intervention has been very important for the development of the sector. Initiatives of individual governments in the 80s were followed by European Regulations on organic standards and setting the framework for financial support to organic producers under agri-environment support. Initial focus on conversion support resulted in imbalances in supply and market but also provided impetus for market growth. The focus now more on integrated policies (action plans) integrating pull and push measures. The presentation concludes that governments need to be clear about why organic farming is worth supporting. |

In 2010, the BLE commissioned an evaluation of the Federal Organic Farming Scheme (BÖL), running since 2001. This paper reports on the approach taken in the evaluation of its research component, selected findings, and recommendations. An impact model of the BÖL scheme was developed to analyse how the various measures could contribute to the scheme’s overall aims and objectives. This paper summarises the main findings and recommendations of the EISFOM project with respect to organic farm level data. At the EU level, the Farm Structure Survey and EU Reg. 2092/91 provide the most detailed data on production structures (crop areas and livestock numbers), and EU and national FADNs are becoming a useful source of financial data, but good quality data on output and prices of specific crop and livestock products are lacking. Although organic farming has expanded significantly in Germany and Switzerland in the last decade, there is still a lack of a sectoral policy model that is able to analyse the impact of policy measures on organic farming. Equilibrium models and econometric models are considered for various reasons as rather inappropriate, whereas optimisation models in form of a sector-consistent farm group model seem to be a promising model approach. The bottom-up approach of this type of model makes it possible to analyse the impacts of policy measures on farm incomes and volume of production of organic and conventional farms at farm type, regional and sectoral level. |
